What is this certificate for?
It’s a joke/meme. It just means he’s survived (been on TE’s discourse install) for a month.
Discourse has user levels. Level 1 is what you are for the first thirty days on discourse, and after that you’re at level 2. Since he set up discourse, he was the first person here, so naturally he reached level 2 before anyone else.
Of course, it doesn’t mean much since he’s the admin, so that’s why it’s a joke/meme (signed by TE’s director/mascot no less).
Like a youtube creator being the first comment that reads “first!” on his own video.
edit: could also be real-ish congratulatory certificate that discourse hands out

For a moment I thought after reading first post, ifwe need to take some kind of discourse certification to access TE..

It just gave me to do an advanced tutorial that’s all.
When you complete the tutorial, you get the certificate.
Just follow it’s instructions.
At the end of the task you will get the certificate.
There is no task but it’s showing my profile page that’s all.
Scroll down on the same page. As seen on the scroller in the right-side-bottom you are at the 1st-2nd message. The bot creates a 3rd message on its own. You have to edit that and follow further steps.
