ClosedAI launched opensource gpt-oss model which can run on most laptops, desktops and some phones gpt-oss 20b and large model 120b which can run on high end laptops/desktops/data centres and it supposedly performs at the level of o4-mini.

You should correct the title as these are not open-source models but rather open-weight ones.
