Hey guys i seek your help. I am having a problem while playing. Whenever i am playing i am getting RTO’ed ( Request Timed out ) for a few secs again its flushing back to the server. I contacted my internet service provider but they pinged my Gateway from my own computer and it did not Record any sorts of RTO. So i think it is probably a problem with the game. Anyone here can help with this?

This is very broad question. You can narrow it down some :
Is it an issue with only CS, or all other online games are lagging?
Any background processes that are downloading/uploading data?
Are you using NVidia Network Access Manager?
Verify game data from Steam?
I am registered to steam. I play everyday. Its a Licensed version. I do not play any other online games. It is happening in CS only. No background Downloads or Uploads. Not Using Nvidia Network Access Manager.

Same thing has happened with me previously. My BSNL has poor routing towards gaming servers. I often get RTOs in different servers. But changing of the servers fix the issue. Have you tried playing in any other servers? I mean I get RTOs in some vstreet mumbai servers, axep servers. But I can play properly in NWR servers and Timepassers servers and Joister servers. Try playing in some other servers.
Well it is happening in All the Servers Currently.

Try reinstalling the game. Take a chance to see if this is fault of the game. But it should not be, its the ISP that should be the culprit.
I found out it is the ISP. Their problem only 
Its having RTO while recieving the data i pinged google and it shows RTO after a while of pings
