As the title suggests, i need a recommendation for the rig given in the signature, least powerful processor that wont bottleneck my 4770 and a motherboard to go along with it.
Why not drop in a Q8300 ~ 6.8k. Its roughly equal to and slightly better than the AthlonII X4 635 performance.

appreciate it but my current mobo supports an E8600 max after the last bios update:(… n by last i mean there have been no more bios updates since… also checked the processor support list, it didnt mention a quad core…

Grab that. Its a decent C2D with 2.8GHz speed and 1066MHz FSB and 3MB Cache IINM.

Intel options?
You dont have the budget to get a i-3 530 and H-55 mobo. Min. combo cost is 10-11k depending on the place u live. Then you have to get DDRIII RAM too. 2GB DDRIII 1333MHz Kingston ~ 2.6k.
The best and cheapest option u have is grad a E7400 from the market for 2.5k(Its a damn cheap price :))
thats been sold, hows an e7500 with a mobo(?), can stretch budget by 1k, priority is gaming.
