So which brand is better to get if someone aiming to buy 9070xt and also to avoid these issues ?

simple, get the ones without 12HPV connectors.

Bought asrock challenger from prime 2 days ago, comes with 2 8 pin, memory under 75c and hotspot under 68c, gpu temps around 53c, came over from zotac 4070ti which went into ai rig, played doom dark ages for few hours and no hiccups whatsoever. Worth considering.
