Sapphire X800XL is availabe for 17k AFAIK
In Delhi, Meherags a TA member has brought one AFAIK

What are you talking about? About the RAM or graphic card price?
The X800XL that guy bought for 17K was special case. He requested someone he knows in ATI india to help him find one and thats how he got that card for 17K.
About RAM latacies. Did you read the first page? Its there. Also data sheet links are given.

The latencies on those chips dont seem so great. ( 3-4-4-8 ) @DDR 500. Wonder what chips it actually has.
Most pc4000 uses either hynix d43 or samsung tccd.Considering the easy availability of hynix these days,these are probably not worth it.
