Very less good options offline in that budget. Any particular reasons why strictly offline?
One android option is Unite. You can also consider the Android One phones which have now got Lollipop 5.1 and might get the the next android version.

If Windows then the Lumia 630 if its available in that budget offline.

If online and you can stretch the budget a bit then Lenovo A6000/Redmi2. If you want a better brand then Moto E/Moto E (2nd generation)
 
I would say Honor Holly(bought it for my dad) with 10% off coupon, if willing to go for online purchase. Flipkart is trusted if any issue such as DOA etc.Plain simple with 5"inch screen. Or if the brand preference is there then may be Moto E 2nd gen. If want to take the risk with Xolo service center(they have bad review about service center if anything goes wrong with mobile), then they have pretty good phones around 7K with excellent 8mp camera(Sony) and other features.

For example there Xolo Play8x -1020 mobile is Very good feature/look wise. From ebay with 12% off coupon it can be very good purchase for 7k. Has 5Mp front with flash/8mp back with flash, motion sensor(motion control)/magnetometer and other sensors.
 
+1 for Moto E. A decent smartphone with most of the features which your dad might require and also from a reputed brand. Otherwise, as suggested above Android One is the way to go. The advantage being direct updates from google. But then again, software updates might not be too high on your dad's requirements.

Try to convince online buy via COD if possible. If not then I don't really see too many good options other than the Unite and the Android One phones in the sub 6k bracket (offline stores)
