It's actually easy if you use Photoshop or Fireworks... first make sure avatar is only 100x100 pixels - then, save for web using 60-70% quality (PS) or 80% quality (Fireworks). That will resize any avatar to under 20kb, guaranteed. If it's animated, it's a bit more complicated but then animated gifs suck.
 
Considering a lot of Indian users are still on "not-so-fast" connections, i think an avatar size limit of 20KB is fine. Odd you should have a problem, since most 100x100 pixel images can very easily fit within the 20KB limit. What you need to work on is the amount of compression - use Irfanview for the simplest way to reduce image file size.
 
I've had issues with 20kB being too small for 100x100 as well. Had to cut it down.

It might help if you have it as non-interlaced .PNG in photoshop.

Though, I don't think TE will raise it any higher than 20kb unless this country gets a broadband revolution, which it won't, ever.

But in a 100x100 image, dropping quality hardly makes a diff.

.gif is of course an issue.
 
I wish it was higher than 20kb too. I really wanted to have animated avy's but I can understand they not wanting to have them.

As Eddy mentioned above, As of now the size limit of 20 KB is fine.
However, if you have a problem in resizing, you could always ask for help here and people will be glad to help you out.
 
Animated gifs do not suck RiO. Didn't you have one yourself?
