Budget 31-40k (30k-45k) Need a Rig for After Effects & Photoshop

Dear Friends

I wish to buy a RIG for my office for our newly sourced graphics guy to work on. He will be mostly working on After Effects and Photoshop/Illustrator/Corel. AMD or Intel whichever is good you guys can recommend. I wish to have a the motherboard with onboard graphics for this and also would like to know more about APUs.
Suggest me various combinations intel/amd/apus within a budget of 30k-45k inclusive of a 22-24inch monitor !

APU is not that good for apps like AE or PS which is kinda like number crunching tasks. ( how ever Over clocking has some good results )
For AE a dedicated GPU with CUDA cores will help u a lot with render times.
If u are having a specs in mind, post it.
