Gigabyte G31M ES2L =2.4k
Intel E5200 =3.3k/E7400 =5.5k
2x2GB Transcend 800Mhz RAM =2.2k
Creative Inspire/eqvivalent Phillips/altec speakers =2k approx
HD 4670 512MB GDDR3/HD 4770 512MB GDDR5(don't judge GPU performance by amount of memory, it means nothing) =4.5k/6.5k
Dell 19inch =6.5k

Keyboard/Mouse = 1-2k
VIP Silver/Gold SMPS/Corsair CX400 =1.2k/3k

I've given you a few choices here and there, use them to decide what's more suited to you.
For the kind of work intended, you can go with the Intel E5200 instead of the E7400, you won't be missing much performance.
Usually, it's better to get the better GPU/PSU...
 
DDR2 RAM prices've notched up slightly, so take your pick wisely. The usual Transcends are always VFM. Pick up a 4GB kit. For the graphics card, get the ATI HD4770 or a second hand HD4850. Should be not more than 6~6.5k. For the LCD, although a good panel here's out of question due to budget constraints, get the Dell E1909W. It's priced at ~7.5k.

And +1 for the Gigabyte G31 - ES2L. Has an additional VRM, which implies 4-phase pwr management and helps in the overall system stability. Hardly 50 bucks more than the usual G31-S2L.

Yeah and dont compromise on the PSU front. A CM460 should be enough as I see it.

if he is buying New PC i will give it a go for new card as you know Pleasure

of buying everything New is Good and also Price

IF you are ready for 35 K then i think the things you have in your mind can easily be accomplished

Note : if on tight budget get acer 17" @ 5.5k and Corsair XMS2 800MHz 2gb @ 1.4k

The problem is she is hellbent on a 1gb graphic card, so might select a 9500 or 9600gt 1gb.....can't help it?these girls can be really stubborn u see!!

The Video ram size makes no difference if the ram is not fast enough or if the card can't utilize it.
Both those cards are pointless IMO, you can get something much better for the same money.
