5.1 speakers / soundbar at <= 10K

Hi everyone I wish to connect my Samsung 40 inch LED which has only an optical out port to a new 5.1 speaker set/soundbar which I intend to buy in a budget of <=10k INR.

My basic requirements as per research would be Dolby Prologic ii for a 5.1 speaker.

For soundbar do you suggest JBL SB200? it's price has gone down recently to around 13k.
Please suggest other options in both speaker and soundbar which will fulfill my need.

Also currently my tata sky is connected to TV through HDMI cable. If I connect speakers to TV through optical out will the sound upscale to 5.1?

nice! even i bought these at a price higher than this (@8.2k) from alfa, Mumbai 3 years back.

I think there are only two ways to get real sorrund under 10k .
1. Get a used avr + speakers most of the avrs support Dolby digital 5.1 and DTS
2. Get a external Dolby digital decoder and and connect a 5.1 speakers to it .
