A certain website does not open in windows for MOST of the times

From last 3 days I am facing issues opening a certain website on windows, it does open but rarely.
There is no issue with the website, as it opens in proxy website, and also i can open it in Ubuntu which is installed on different partition.

I have not changed any hardware or software configuration of the pc.

Troubleshooting Steps Performed by me :
1. Tracert fails after 6 hops.
2. Uninstalling of internet security (kaspersky) does not make any difference.
3. Flushing windows DNS.
4. Reinstallatioin of TCP/IP and Winsock.

Please help me.
 
strangely, i am not getting that issue from last 4 instances. I am still not able to figure out what was wrong.

If i face that same again, surely i will post tracert.
 
Two things:

1. Check your DNS server settings. There can be instances of DNS hijacking, where a rogue software changes your DNS settings without your knowledge.

Run HijackThis. Check the log for unusual names, services running in your PC.

2. Check your hosts file for entries of common well-known websites. The path is c:\Windows\system32\drivers\etc\hosts
 
Also check wheather this website is added in the "Restrcited Sites" list in Internet Options.

Normally this happend because of DNS hijacking or a corrupt hosts file.

Are you able to ping the website?
