If you can snag a JioPhone 2 (Not sure they sell it anymore), that might be good for 3k. Has a QWERTY and KaiOS, which I think supports whatsapp.
I don't know of any good android phones under 6k, so maybe the best bet is a refurbished model, something with a Snapdragon 7 series processor like 732G or 720G.
