What you compare decides your reference:
Q: How much more expensive was it? -> Reference is 32 - > other cable is 25% more expensive
Q: How much cheaper was it? -> reference is 40 -> the cable you bought was 20% cheaper
x% cheaper than WHAT?
That should always decide your reference point.
When you don't mention anything, people will assume that you are comparing it with the same product's previous pricing.
For example: Product A, now 40% cheaper.

you say
I bought the cheaper one because it was 20% cheaper than the other one. = I bought the cheaper one because it was 20% cheaper than one which cost Rs40
The first cheaper is not required coz it’s like redundant.
Since you are mentioning the cost in comparision to cost B (which is 40 here) your cost A will be x% of B == 32 == 80% of 40 == 20% less than 40 == 20% cheaper than the other one.
