AC STABILIZER Problem please Help??

Hi, I, rented a window AC (1.5 ton) the vendor provided an old(square metal box & quite heavy) Stabilizer rated 4kva. This morning I, felt that the AC was not getting enough juice so, I check the Input/output and saw that it was the same(around 180 V both) thought it had malfunctioned so I, brought a new Stabilizer ( a sleeker one ) the new one gave 220 V output from 190 V input, Now my dilemma is later in the day I Check the old stabilizer from a different plug point in the house and saw that for 190/180 V input it was giving about 230V output, Now is my old Stabilizer ok ??or its show this reading because I have not connected anything to it ,meaning there is no load on the stabilizer when i checkd ???? Please help, thought i might have wasted a few $$$ for nothing :)
 
I think the old stabilizer is showing only the input voltage. The output voltage will vary according to input, and you will need to check the manual of the stabilizer if you got one with it.
