Access VPN via 3g dongle

my vpn netgear router (ProSafe VPN Firewall) needs to see public IP in order to let my VoIP phone work and connect to system in USA..

So, i use my airtel wired connection for the same and bridge the airtel's adsl router to my VPN router (mentioned above) in order to make the phone work. The VPN router has the login and password for airtel connection..

Now, if i want to do the same with my huawei 3g dongle.. I can't.. as i do not connect to the internet via this VPN router but the 3g dongle which does not give a public IP to the VPN router but a private internal IP address..

I was just wondering, if this can be achieved via some kind of software which can push the public IP to this vpn router..??

or are there any 3g routers which also have the facilities of the ProSafe VPN Firewall router from netgear??

Is the VPN type PPTP/L2TP? Then some (at least mine does) have the option to dial a VPN connection.
