I would advice you to not give up . Long fight but keep tracing him and see if you can use some source .
Also you can try do is offer 5k-10k to police to help you get Rs 25k.
Better to loose 10k than Rs 25k.
Police will do the job for you.
Other way is if you can also do get help from rowdy people.
Police should be better option.
Even if police ask for 15k agree and get him.
For some people I would be okay loosing entire money but will make his life as hell as well.

@solo_wing , good advice, I do have relatives in Kolkata, but I do not really want to get them involved, but still your post is giving me wild ideas,

I know it may be a hassle, but I request you to file an FIR. Since it was a UPI payment, it won't be too hard for the police to track him down. You must take him down, not just for your money, but for everything else in here to know that this shit doesnt go unpunished.and here I was patting myself on the back for having sharp memory at an old age, to remember even his name,
As for me, I bought a premium phone off TE and have sold stuff in here as well. Even then I am never buying anything from here unless the seller

I honestly don't know how the cyber police will help but there is a good practice in IVG to collect Aadhaar copy before anything is listed above 3k.. hope mods take this into consideration here as well
I already mentioned it above, there is no way a non-authorized entity can verify aadhaar anyway in the first place. Also, one can simply give masked aadhaar(only last 4 digits of aadhaar visible) or virtual aadhaar number(16 digits compared to 12 digits of original aadhaar) & any authorized entity can still verify the genuineness of aadhaar.
