Android Adobe flash support on Indian brand phones

Does anyone know if there is any conspiracy involved in the lack of adobe flash support in Indian branded phones?
What raises eyebrows further is that most of the tablets from the same brands do have adobe flash!

By flash support I mean being able to watch flash content in a webpage. Not viewing flv videos in a dedicated player.

If anyone knows of any indian brand that has adobe flash pl do inform..

Technically yes, but the download is there on their site.

It worked for me on the note 10.1 with a site that had flash but i've not stress tested it. It's likely to break with an OS update. I'm on 4.1.2.

Support for android is there when screen size is >=7 inch, but not for smaller screens.. as far as indian brands are concerned. What could be the reason, I wonder.
Any luck on tracking down even a single indian phone with adobe flash?
