CPU/Mobo Advise Needed on Budget Dual Core Rig

Hello everybody,
I want to build budget dual core rig for my brother..
Most of the parts are decided like Ram, Hard Disk, Cabinet etc.
I am just confused on CPU and Motherboard.

Here my quotation:
Kingston 4gb Memory.
Seagate Hard disk.
Cooler Master or Zebronics cabinet.
Fsp SagaII 350w PSU

Intel Pentium G620/840 with Gigabyte/Asus H61 motherboard
or
Amd Phenom II X2 560 with Asus M4A78 Motherboard.

Which will be best from the above 2?..any Quad combo in the same price range?
Suggetions are most welcome.

You can go for Athlon II X4 @ 4k or a PII X4 955BE for 5.6k.

955+ M4A78 will be a cheap yet powerful combo for 5.6+2.9k= 8.5k

its a decent mobo with good OC features and 760G chipset, 4 sata ports etc.

i did consider Athlon X4, but some says due to lack of L3 cache performance is not that good.
Intel's pentium G850 beats phenom 955 in Gaming, Dual core beating quad!
And for Phenom 955, Does it takes too much power?
125w is a bit much, Will it run less then 125w all the time?
And one more thing do i need to buy After market cooler, because i read that AMD cooler are not that good..
A little help in here would be great..thanks..
