AIrtel speedtest shows high upload speed and low download speed :(

Hello guys i get an average of 450kb/s D/L speed and 850kb/s U/L speed since today afternoon. What does this mean ?. Moreover can anyone tell me the speed shown by airtel speedtest is from which end to which end ?. I am under 1 Mb/s plan and supposed to get that speed.... Is there any defect in the line ??. Called up CC and they told they were facing some issues morning and as for now everything is alright.

Plz help me guys. Shall i raise a complaint w.r.t this ??
 
If CC is saying that there are some issues then ask them by what time will they fix the issues.

Read my post carefully man. Its 450 Kb/s and not 4500 Kb/s or 4 Mb/s. Who is going to complain if the speed is 4 Mb/s ??
