A: 3 MP at least

I would vote for the G300. A little over your budget. That phone has the best display in the 9k range. 8.9k locally is a pretty good deal for the phone considering it costs 9k+ online!
Android Phone under 11k
Go through the above thread. User with similar requirements but with a 11k budget got a Huawei G300. Lots of pros and cons discussed in the thread.
