Intel Core i7 4770/Xeon E3-1230V3 - 19.5K(1230V3 is better in performance)
The Xeon is clocked lower and obviously slower. Some benchmarks : http://www.computerbase.de/2013-10/intel-xeon-e3-1230-v3-test/4/
Its supposed to be a cheaper i7 and on newegg its 60$ cheaper than the 4770. Unfortunately in India the Xeon prices aren't competitive.

Umm, this changes will be better at 90K budget. Take 16GB RAM as it will really help during rendering.

1. As you'll be solely using the system for rendering, a K series processor won't possibly fit.
2. No use of getting a GTX/Radeon as gaming intended on the system. Take a FirePro/Quadro card.
3. Invest on a 16GB RAM.
4. Take good PSU from Seasonic/Corsair/Antec.
5. What type of cooler are you trying to say?
6. A SSD will easily fit on you budget.
