Any postpaid/prepaid plan to keep my brothers account alive ? - vodafone sucks

My brother is using Vodafone for long time (8 or more years now.
He is gone abroad and we use his mobile number to access banking details, make regular house payments, electricity and others on his name.

but we forgot to make a payment of 800 bucks and his number was suspended and we couldnt use his bank account to make electricity payments.

his account costs is minimal 99 rupee per month but that charges was last 3 months were 800 ?
had to make that payment in cash at vodafone store.

can you suggest what alternative is good (as mobile is hardly used twice or thrice a month).
we need to keep it active as it is registered in income tax and many legal authorities in india.

another service provider apart from vodafone which will cost least.
 
Make it prepaid, Airtel/Vodafone/Idea or others, even BSNL. Port out if you want to change operators.

Additionally, check the bill and find why they have charged 800.

How do you link two phone numbers? I just asked a week ago and they said, no matter how many accounts you have, one customer id can have only one linked phone number. so i can have 10 accounts and 10 debit cards under them, but only one single number.
 
Alternate number comes in play in such situations. For my sbi and axis i receive alerts on my both nos. I didnt do anything fancy just updated my no on online banking and wherever it promoted for.
So while opening account i gave X no and for other transactional alerts gave Y no.
Had same for Icici but just last month spoke to cc and asked to get alerts only on my primary registered no. As my alternate no is like home landline and i seldom carry it on the go.
