Yes, i will try to explain may querry more.
I use this software named MACS3.NET. It is a software to plan cargo(containers) on board a cargo ship. This software is generic for all ships but is made ship specific with a file containing ship data( shape of the ship, tanks holds etc) i need to edit that file. That ship specific file is a .shpx file.

Qgis (free/Opensource) or ESRI ArcGis (paid) can edit shapefiles. I think Autocad also has the ability to edit shapefiles (atleast .shp files) they also a web version https://web.autocad.com/
