Anyone tried Ebay.com "Bill Me Later" 10$ cash back

Any one tried ebay's Bill me later service? I want to buy something from ebay.com & was thinking of trying this for the 10$ cashback , read on google about some bill me later scam , people getting bills for purchases they never made. Is it safe? Are there any hidden charges?

Its only for US residents. You will not be able to sign up for it.

You are going to need SSN to use bill me later. Unless you are a citizen of USA (or dual citizen of India an usa) you are not going to have a SSN.
