The Apple iPad 4 was a surprise announcement, that came along with the iPad Mini announcement. Nobody was expecting it, nobody wasn't expecting it for the right reasons that is. The Apple iPad 4 was as surprise entrant to accompany the iPad Mini announcement. Tell me you saw that coming! (you can't!). The iPad 4 isn't much of an improvement over the iPad 3. Everything remains same, except the internal hardware, or more specifically the SOC.
The new iPad 4 uses the updated SOC and CPU architecture that Apple debuted with their iPhone 5 (custom dual core CPU performing about as much as an ARM Cortex A15 core would). So basically, the iPad 4 beings in more CPU performance and double the GPU performance from the iPad 3. But the real reason why Apple moved to a new SOC is simply because it's smaller and much cheaper to produce. Yep folks! That's the real reason. It just happens to have faster CPU and GPU performance. Perhaps this update was scheduled for around March 2013, but Google's Nexus 10 must have given it a slight push and forced Apple to release it sooner.

Although only Airtel currently provides 4G LTE services (that too in limited locations), Apple will go on to introduce their cellular iPad 4 with a 4G LTE capable modem.
