Mostly online from what i know. Either apple.com or apple's official ebay store. I believe they opened the ebay store last year to see refurbished products.
But where are these stores in India? Online or otherwise? Last year there were a few 4S's refurbished on sale for half the price IIRC but dont know where these were being sold.
Refurbs have a fixed low price, I doubt they would go through distribution channels and troubles of sending a couple here and a couple there, Logic dictates they would be available online only.
