Yes, As long as it isn't a commercial blog/website !

Advertising any kind of service being offered is a strict no-no.
 
Well most personal blogs have Ads. So ?!!

Many guys have pasted their links and they have ads to support their site operation costs. What about that ?

Those are simply ads ON your site/blog and quite alright. :)

It's just that your site shouldn't be offering commercial services of any kind if you have linked to the same.
