Android Are these 2 charger have same specification?

Hi,

I have 2 charger with me, while I noticed that
  1. Smartron charger, charge 3 yrs. old srt.phone (3000 mAh battery) very fast
  2. Samsung charger unable to charge (4000 mAh handset battery) as fast as Smartron charger charge 3000mAh battery.
below is the both chargers images, can any one suggest if GREY Charger have same specifications as Black? if yes, then what is the reason Samsung unable to catch speed like Smartron?

samsung's output at 9v is only 1.67A whereas smartron at 9volt is 2.0A
so smartron is providing more current than samsung @ same voltage, hence it's faster.
other thing is battery capacity you've mentioned is different it's 3000mah and 4000mah for the other item.

you can use smartron instead of samsung without worries it's same voltage moreover its not much difference only .3A extra current.
