Are these Two Ram incompatible

My office PC Has 8GB of curcial Ram. Recently 8GB of samsung RAM was added to PC. Half of times I feel my PC is running faster, but other half time either it run slows or few of open windows hangs. Most of Time I have to kill those windows.
Is this because of added RAM

Should not be a problem, which CPU does it have, might be outdated (?). Was this issue not there before the second stick was added?
