Aspect Ratio Editor

Does anybody know a good program to edit the AR of a picture?
I want to make 16:9 pictures to 5:4. If anyone knows a program that can do that, or even better tell me a link to where to download I'll be very grateful.
I know this is probably a noob question, but I would appreciate the help.

Wow it's a nice program thanks, but I asked for a picture AR editor much more simple if you can provide me a link. But thanks very much for that one it's very nice too.

Isn't there a program that can change the AR without loss of quality (people looks too skinny, or too fat)????!?!?!?

That's impossible, unless you take a larger image and crop it to the correct aspect ratio.

changing aspect ratio without distortion is just not possible ... use common sense ... like saumil said ... u will have to crop out to reach desired aspect ration

For basic image editing I suggest Paint.NET. Good software for free use.
