Check out ASUS MS238H being sold for $190 (or Rs.9500) at Amazon.
Unknown availability in India. (Tell me if someone knows where to buy in India. Please no imports with customs)

Some Awesome Features:
  • 23 inch LED monitor.
  • 2 MS Response time. God gift for gamers.
  • Unbelievable 10000000:1 Contrast/Dynamic Ratio. Not 1million:1 its 10millon:1. Yeah I was taken aback too, but its true.
  • Cheap like crazy for 23" LED.
  • Full 1080 HD. It really is true HD
  • Sexy design. Very slim width.

Cons:
  • Only con is its a TN monitor. (TN is lowest grade for LCD. Though TN's have very less response time but they compromises with colors a little bit - but who cares at such price.)
  • It also lacks a wall-mount. :(

I contacted ASUS support few days ago regarding this monitor and this is the response:

^ lol the asus has very bad warranty from rashi so what else and if u buy asus lcd if done kaput and they will sent for repair etc.. and no replacement only ;)

Well no manufacturer is happy to replace broken goods...specially in India.
Repairing/Jugad or any laborer work is much cheaper then electronics here.
