what the hell is mansarovar ??
anyways...since those ports are already reserved....go for setting a port that is free .(firewall settings checked?)
tools--> options ---> & change the port number..
& u may have to do port forwarding, & configure the firewalll to allow TCP/UDP connections to be allowed to these ports.
check whether u have the port open from the link below
before starting Azureus....if should return the result "CLOSED" when Azureus is running it must return the result "OPEN " , if it shows "Stealth" then there is a problem to transfer data ( u may have not port forwarded properly or..wrong firewall settings).

replace the last digits (60000) with the port u are using..

BTW ....i think Azureus 2.4.0.2 is not good with scripted shutdown.....like the previous versions.....2.4.0.0 is much stable...
