Bandwidth Divider/Splitter on shared connection?

Greeting to all.

i am sharing internet between 2 pcs so i would like to know whether i can split bandwith or split internet connection between the two connections for equalspeed .. i google it but could not find such software on internet. i will be glad if you guys can help me out as i have to shut downloads all the time if dad wants to access internet :@
