Basic System for general usage

I am looking build a basic system for my sister who is studying design as an undergraduate in NID. I plan to give her a system soon.

As low As possible

No system yet just parts lying from my inventory of spares

3. Q: Which hardware will you be keeping?

Keyboard--Benq

Mouse--Gigabyte GM 6800

Speakers--Creative

Cabinet--Gigabyte Luxo M142

Harddrive--WD 500Green

4. Q: Which hardware component are you looking to buy?

CPU+Board+LCD+ram+psu+gpu

I would prefer this system to be a low power consuming system. I have 4gb of OCZ ddr3 1600 Platinum ram, 8800GT and Corsair VX 450 but I guess that would be an overkill for what I need and it would be extremely power hungry.
 
^^^ No intel systems--overpriced and useless.

I guess a good AMD Dual core or a second hand quadcore with gigabyte's 740g DDR3 chipset based board+ some low power gpu and basic psu.

Overpriced maybe.

But Useless you have to reconsider that point.
 
CPU - AthlonII X3 440 ~ 3.6k

Board - Gigabyte 74GMT-S2 ~ 2.5k/ Asus M4A78LT-M LE ~ 2.7k

LCD - Dell IN2020M ~ 6.6k

ram - Kingston 2GB DDR3 1333MHz ~ 1.6k

psu - Gigabyte Superb 460 ~ 2k

gpu - Sapphire HD4670 512MB DDR3 ~ 3.8k

Finalized on the following parts-

AMD X3 440 or a second hand quad core if I get it cheap

Gigabyte 740g motherboard

Dell 20" LCD

Will use my existing Corsair vx450+OCZ 4gb 1600mhz ddr3 ram for now.

Do I need such a powerful gpu? won't ATI 4350/4550 be enough ?
 
i will suggest i3 as its low on power consumption -

Intel Core i3 540 @ 4.1k
Gigabyte GA-H55M-S2 @ 3.6k
Dell S2009W @ 6.5k

the i3 graphics are sufficient for your movie needs.

Isnt the cost of i3 540 5.1k? Typo?

Guess it should for basic usage and HD videos. But spending ~1.8k on a new HD4350 is not worth in IMO. Better grab a used one for ~1k.
