It can in a way iirc- the 'power failure' related option that allows one ot choose 'las state, 'soft off', etc. It's just disabled by default in most BIOSes or we do so in the ones that it ain't. But as those who have said it correctly earlier, usually LCDs remember the previous i/p and switch from standby to active mode when the computer is powered on unless switched off from the mains.
