Best Android Buy within 20000 INR

I want to buy an android phone within 20000 Indian rupees. I have after going through prospective buys zeroed in on the following two fones: Samsung Galaxy S plus I9001 and Huawei Honor U8860, please suggest which is better a buy?? If you have any better options please suggest!!

Both are not so good value for money. What is the most important feature you are looking for in your phone?
Camera, Screen, dual core? Please list your expectations from the phone.
