Best blogging platform?

Many of the TE members have their own blogs which they have hosted in different blogging platforms.

A have a small blog at my.opera.com/hotshot05
I have not posted there for quite a while as I saw that I got very few readers.

So I ask all the members to give suggestions on which blogging platform do choose(e.g Blogger, wordpress etc).

Plz dont suggest hosting wordpress on my own web space since I dont have the 10$ required to host wordpress on my 110MB account(the account is free, the money required is for MySQL and .htaccess support)

So give ur suggestions on where to start my blog which will get a decent no of visitors per day and which is totally free.

Also provide tips on how to publicise my blog and draw more traffic to it(I already use digg, and post my content in different forums with a link to my blog).
 
I have read many comparisons between Blogger and Wordpress on the net.

I have heard that the directory at wordpress.com is high traffic one, and so people who host their blogs on wordpress get a lot of traffic and that there is more opportunity for SEO on WP. But wordpress has no custom html support(I would like to use hits-link or stat counter or Google analytics) and their Terms and Conditions dont allow commercial use.

But Blogger has a lot of customisation options, custom html,CSS too but I have heard that they delete blogs which have a lot of links without providing any reason.

Thanks for recommending that hosting site. It seems to have received very good user reviews on many free hosting site review websites.

I'll try to set up my site within 1-2 months.
