Used SE Vivaz Pro for about a week.
Pretty good photographs with decent video capture, but the battery is very poor.
So stay away from Vivaz Pro unless they fix the battery.

How about samsung i9000 ? I can stretch my budget to 25k if only it provides significant improvement.

Nokia N8 ... coming next month. Under 25k and has absolutely THE best HD video recording and image quality as well. Take a look on the internet for the samples.

samsung wave as of now, but the owners are facing some probs related to OS, GPS, Wi-Fi, heating issue etc... i have read some websites and iam not going to buy it myself at point in time... will wait for N8...
if you can wait, then N8, if you can't go for GALAXY as you mentioned, it has android so you won't have any prob...

Among currently available devices , Samsung Wave.. N8 has potential but let that device first come into the market and prove itself. Also nokia takes ages for tuning their cameras. Have first hand experience with N86. So I highly doubt they can tune that video recording quality to its max in debut firmware. Also N8 lacks led flash for video recording assist which is there in Wave and it does its job pretty well upto 1.5-2 meters.
