Block websites on client PC

So my friend requires some help. In his office, he has 20 PCs, and all of them are connected to a switch. He said he also has a router. What he wants to do is, block websites on all other PCs from his PC. So his PC needs to be the server. He also needs to block USB devices like pendrives. How can he do it? He said his system is running Microsoft Server Edition 2008

My Company makes use of Websense for internet content filtering (blocks unwanted websites), and McAfee DLP (Data Loss Prevention) for blocking USB drives. You can check with your friend and see if he wants to use these.

Bring all the PCs under active directory, use GPO to disable USB, lock the BIOS as well.

Run proxy on server to control web access.
