Blocking Adult material completely with password

Hi guys,
I have a situation where some1 I know is asking me for help to block all kinds of nude+semi-nude stuff completely from the computer. The person wants to install a software with a password that will not allow any kind of pornographic material to be viewed using his computer.
This is what he wants the software to do :

=> A password should be set so that the users are'nt able to watch pornography on the computer (very important ). Parental controls are'nt enough because they can be removed my the person who wants to access porn.
=> Even the user should'nt be able to access porn from sites like metacafe/daily motion where " are you 18+?" confirmation is asked.
=> Should'nt be able to play any kind of porn from cd's/pendrive using the computer (don't know if this is possible , if yes then very helpful because if internet porn is banned , next stop is porn videos from cds/pendrives).
=> Completely blocking pop-ups like "adult friend finder / get laid tonight" while accessing torrent sites like pirate bay where vulgar banners are displayed on the sites .

In total , the computer should not allow the user to get "turned on " in any way . :p

The more it is blocked , the better

Let me know how far this can be done.

PS : The person trying to access porn should have administrator rights also. But porn should be blocked.
 
I dont think there is any software satisfying your requirements completely.
However you can install a pop up blocker like AdBlock satisfying your fourth requirement. Though I am not sure whether its block list can be password protected.
 
There is no software to block offline p0rn materials like in USB drive or CD/DVD. It is advised to put the PC in a common area of House, where every one could see the screen of the PC.

It is free for personal use and is a very good software. You could block or allow various category of websites in it. It works on all type of browsers installed on your PC. It's settings could not be changed without master password and it also sends you notifications be mail when someone uninstall the software. But any one could recover the password with the help of email account you use to create an account to the site. So choose the email wisely so that no one in the family could access the setting.
 
Use Family Safety from Microsoft Essentials. Its free, legitimate Windows is all that is needed. One admin account with a password and one hotmail/live id is required. Other accounts should be standard user.
I have set it up in my house as an addition to MSE. It blocks malicious sites. However, there is no complete protection.

Also use OpenDNS with the family protection.

OK, I reread your post, had skipped the last line. Well, in this case, the only option is to use the Group Policy editor along with the user groups to make a new admin group which has limited admin access. Ensure that the person is part of this group. You/Main Admin needs to be in the admin group.

I have no idea on how to go about it, but I saw this when I tried to remove Google Chrome on a friends computerr. It kept asking me for higher permissions even though the person was a part of the admin group. Plus I could not access User Groups nor Group Policy Editor.
 
You can use Adblock addon which works on Mozilla firefox which can block all sort of unwanted stuff you want to hide or not want to be seen.

no need to make a new admin group when a new standard user is more than enough for internet browsing. standard users can or cannot install software according to permissions set by admin. plus it's not wise to browse internet with admin account where there is high chance that people would click on a banner and install any sort of toolbar or adware in their computer.
For a standard user, they cannot change any parental control policy in internet explorer without admin password. best option would be to change the existing admin password if everyone knows about it and to copy all user data to a new standard account with the old password for it.

Please re read the last line in post by OP. I too am not in favor of admin rights, but thats what the OP wants.

that means he does not want anyone other than him accessing porn, right? like i said in a standard user group if you want to change any setting you need to put admin password, which he can do (since hes the only one who knows admin pass), windows will put a uac on the screen. people who dont know admin pass cannot change. simple.
 
But how can the adult ad appears nowadays just right side of Facebook wall?! Tried to search the advertisement close option in setting but fail.
I have seen many times such ad on other popular site also.
