Bluetooth is not detecting devices

Hi, i have windows7 professional which was shipped with DELL studio XPS. The problem with it is i am unable to use the bluetooth features my phone provides like sending files etc.
When my laptop was pre-shipped with the OS, the BT used to detect devices and i could perform all the operations like listening to music, send files from fone to laptop and so on.
But after formatting and re-installing the OS, my device(N73) does get detected but then i am unable to pair it or use features.
I tried all methods like running BT software in Vista compatible mode, reinstaling my OS and drivers, but still no luck.
Any suggestions as to what should be done? Or should it be given to repairing??
 
It must be some driver problem...use windows update for latest driver...also make you computer visible to bluetooth devices and see if your phone detects your laptop...

hi.. thanks for the reply.
I did the later part i.e. my adapter is always turned on for it to be detected.
I even tried it with another phone, thinking that my N73 has problems but its the same issue with it as well.
I will try the Windows update method to see if it can help.
 
Also open device manager by Right click My Computer-> Manage and see if your there is any exclamation mark against your bluetooth device. If it's there it means driver is not installed...refer the pic below:

hey Konquerror , thanks for ur guidance.

I performed windows update and after that the BT is now performing most of the functions, barring a few. I mainly wanted to transfer files and folders.
