bought earphones from a new seller at ebay. not sure if he provided a genuine bill

i bought soundmagic Es18 from a ebay seller who has less than 100 feedbacks.. deal went smoothly but but seller didn't provided a bill with it. i asked him 2-3 times at ebay and he promised to provide a scan copy of the bill in 1-2 days. i asked for bill again after 1 week but he didn't replied my ebay messages, email and even facebook message. i was pissed off so i left -ve feedback and opened an ebay guarantee claim against him :bleh: today he called me and said he didn't knew that bill has such importance for me. he will send me scan copy as soon as possible. i checked my email few minutes ago and found scan copy. [see below]

i am not sure if this is fake or genuine bill as it lacks VAT or CST TIN no. and according to his facebook profile he's not really a seller or owns a shop. looks like selling stuff at ebay is a side business to earn quick bucks for him

This bill does not contains a signature .It does not even Mention what type of tax was charged , nor does it mention the TIN number .

FYI It is not necessary to have a TIN number . Stil bill is not valid without sign
