[BSNL Amritsar] Latency fluctuate while testing speed or watching youtube videos

Hello Members,
Need a solution for this problem. I used to ping www.google.com to check BSNL broadband stability. But recently i have noticed the pings get fluctuates while testing broadband speed or watching youtube videos. It seems like i am putting stress on broadband through testing speeds or watching videos. The same thing i have done on DreamTel broadband,Punjab & the pings runs smoothly without fluctuations. Can anyone tell where is the exact problem?

PS: I am using BSNL`s BBG-B250-MONTHLY_R
 
Ping fluctuates only when uploading, while speed test, notice pings will fluctuate during upload speed test.

Regarding your suggestion, following are my download/upload test results:
  • Normal latency to www.google.com is 136ms. There is 3x (300ms) increase in latency of ping during upload while download latency get higher with 20x (2000ms) or end up with "Request timed out".

  • I am getting download speed of 1.7Mbps, upload 420 Kbps.
  • I think 3x increase latency in upload is related with speed. If i had upload speed of 1.7Mbps then i may get 20x higher latency as i am getting with download test.
Is it an issue with higher data congestion on my BSNL Broadband line coming to my place from exchange or something else. Latency fluctuation is causing issues in multitasking i.e. Downloading + Online gaming. I am using BSNL broadband as "Always on with multi-user". I am wondering what to explain these BSNL customer care guys about this situation.

Upload speed affects ping. I too get request times out. But download poses no problem. I doubt BSNL will help you with this problem, they will say "Net toh chal raha hai na?".
