No EVDO device available in guwahati. out of stock they say. 
So got Tata Photon plus. with lightning fast speeds of up to 3.1 mbps I get average lightning speeds of 300-400 Kbps Complaints are not registered if your speeds are above 256 kbps. Until n unless speeds drop below 256 kbps it is considered as "good speeds" according to the junior engineer who visited my place.
Solution to slow speeds - clear all cookies and then take a speed test at speedtest.net if it shows above 256 ( mine was 384) everything is fine(according to them).
