BSNL - line problem or modem problem?

just to make sure if i'm facing a line problem or not.

i'm connecting to internet thru windows dialer.

problem is when i switch on the modem (linksys am300) it will show link speed as 2048/512 for ul/dl. When i use a batch script to connect automatically, it connects at lesser speeds of 256/400/512 etc, not 2048. Then I need to reboot the modem till it gets the 2048/512 link and this could be upto 2-3 times. It remains stable at this speed and does not drop after that. this is turning to be a PITA now!!

All this shit (pardon me) happened after some work was done on the main lines coming into the building.

I'm guessing initially the modem drops the connection and connects at lower speeds due to line problems (since the modem stats page shows the slower speeds) or there is problem at bsnl end wherein i need to disconnect and connect manually till i get the full speed.

All this does not happen if I connect using modem inbuilt dialer aka ppoe mode.

Update: I just now used my Dlink backup modem to see what happens. The modem connects at full speed in ppoe mode till now. Will need to wait 1-2 days with this dlink modem since the drop in speed happens at night only.

Update 2: Even the dlink modem now connects at variable speeds like 1984, 1920kbps etc at every restart. The DS margin keeps going from 4 - 12 too.

Seems like line problem. :(
 
It's line problem, can be solved with port reset and pair change from the telephone exchange. Check for dry joints in line, ADSL splitter.
