BSNL Postpaid GPRS activation procedure

Can anybody tell me what's the procedure to Activate unlimited GPRS 249 plan on postpaid BSNL mobile? I went to BSNL office and they informed me that I will have to submit an application for the same but I read at some places that it can be activated via sms by sending GPRS249 to 53733 but you need to have sufficient balance. Balance? What balance? This plan is there only for post paid sims so from where balance comes into picture? What's the correct procedure?

For pospaid connection you have to submit application at BSNL Office. The SMS procedure is for prepaid connection.
