BSNL specific plan recharge issues

I mnped to bsnl in Jan this year and after the then mandatory recharge of 249/- today when I'm trying to recharge for anything under Rs. 120/- it gives an error=

"Dear customer these denominations are not allowed for your plan please call 1503 for details."

I need to recharge for Rs. 87/- basically plan voucher for only 4 days but 87 will do fine for me.

Can someone shed someone light on why bsnl isn't allowing me to recharge ?

When I try to call it says "Your a/c is temporarily blocked please recharge immediately"

Similar thing happened to me because I forgot to recharge mine and even incoming calls were not working. 87 was not working and had to RC above 120 to "reactivate" it. I use it only for travel and go to places where the only network available is BSNL, 87 would have been perfect for me.
