M-Lab has tabulated a list of data for ISP's that throttle the bt traffic on their network.
The table starts from 2009-2012, and is divided into 4 quarters. The data for Q1 2012 for India is for Airtel and Bsnl only.
Mtnl seem's to be lowest in throttling at 0% (Q1 &Q3, 2011). YouTelecom is highest in 2009-10 at upto 56%
