I am building a laptop monitor desk setup.

Work - heavy browsing, video streaming 4k, mild 4k video editing, photoshop, future proof, 4k hdr movie watching, multitasking, No gamming
Seamless smooth functioning of external 4k monitor connected by thunderbolt 4 or HDMI doing all above tasks without lag, break, tear or hanging.

Need help from all about it.

1) Laptop specs I am looking for
Screen - 16 inches, 2560x1600 ( WQHD or 1440p) or higher , 16:10, 500 nits (minimum of 300 nits), IPS, 100% sRGB, 165 hz (60hz will be ok too)
Processor -11th Generation Intel® Core™ i7-11800H (any 8k intel processor 11th gen)
GPU - NVIDIA® GeForce RTX™ 3060
RAM – 16 gb (ungradable)
SSD -M.2 nvme pcie minimum of 512gb (upgradable)
USB type c (thunderbolt 4)
HDMI 2.1
Light weight not a consideration but light would be good if possible
Wifi 6, Bluetooth 5.1
Options in consideration – legion 5i pro (16, intel) , dell inspiron 16 plus) suggest more
Budget till 1.6 lakhs INR
Questions – would rtx 3050 35watts (4gb vram) would be good enough for mild 4k video editing and smooth functioning of external 4k hdr 120hz external monitor (lagless, no beaking or hanging)

2) Monitor specs - 32 inches, 4k , IPS, At least 300nits, HDR, 95% dci p3 95%, srb 100%, usb type c( display and power delivery to laptop , preferably thunderbolt 4 compatible)
With thunderbolt 4 doc
Options in mind – lg 32un880-b 32 , Benq EW3280U, Lenovo L32p-30 80.01cms (31.5) suggest more
Budget – 50 k to 70k INR

Guide me with all details and suggestions.
Especially minimum specs of laptop gpu to run external 4k Monitor smoothly.

You can look at
1. ThinkPad P series P52 or P53 models - u can customize on website
2. Dell Latitude/Precision models

I don't know about Asus models but i read good about them
 
is RTX 3050 and RTX 3050 ti is enough for this utility?

At your budget of 1.6L you can fit a 3070 ,
I would suggest to target a 3060 atleast as 4k video editing will help with higher vram in your projects . Legion 5i is a great option.
I my self do not have editing experience but would sugget that you also look a Ryzen 5000 series options as they have improved single as well multi thread performance.
Have a look at the below specs. Not a 4k screen but try for something similar
